I am happy to know that'Proyash', an institution forthe children with special needs administered by Bangladesh Army, is going to publish a special magazine named 'Blessed & Endowed'. I would like to express my heart-felt greetings and felicitations to the children with special needs and to those who are associated with this endeavour.

The specialized children are an integral part of our society. Keeping them away from the mainstream, we cannot think of our overall national development. It has been mentioned in our education policy that 'No children will be kept aloof from the light of education owing to their disability.' In this regard, our government has already passed 'Rights of the Disabled and Preservation Act 2013' and 'Neuro Developmental Disabled Preservation Trust Act 2013'.

It is heartening to note that 'Proyash' has established different schools based on the types of disability. Beside the regular academic venture, the students of this institution have achieved trophies and laurels in sports and cultural competitions in national and international arena and thereby brightened the image of the country.

The constant efforts and initiatives of Bangladesh Army to spread the specialized educational programme across the country are commendable. I hope that the rich and responsible persons and organizations of the country will continue their assistance to push forward the 'Special Education' of 'Proyash' in addition to the government's aid and grants.

I wish all out success of the publication.
